Can it change a delivery address?

How does it know today's cut-off?
From your own rules and your warehouse system, not from a static line in a help centre. If your cut-off moves in December, the answer moves with it.
What about international orders?
The same, in the customer's language. Where duties, longer transit times or market-specific carriers apply, those come from your rules and the carrier's data for that route.
